Tim McGuckin - Founder & Executive Director

The Institute for Road Pricing Professionals was founded by Tim McGuckin, a road pricing practioner with three decades of experience building the institutions, technologies, and standards that underpin modern road pricing.

 

Tim is best known as the founder of the OmniAir Consortium, the independent certification body for transportation interoperability. OmniAir began as a proposal much like the RPP credential, an argument that the industry needed neutral, third-party validation where none existed, and today its certification programs are an established fixture in tolling and connected-vehicle procurement. OmniAir demonstrated a principle that now defines IRPP: certification only has value when the certifying body has no stake in the outcome.

 

Across his career, Tim has worked on nearly every side of the road pricing ecosystem. He served as CEO of GeoToll, a pioneer in smartphone-based tolling and RUC; as the first U.S. chief executive of A-to-Be, bringing a major international toll systems provider into the American market; and in senior roles at Conduent and HNTB, two of the industry's largest technology and consulting organizations. He spent nine years helping build and lead the technology committee work of the International Bridge, Tunnel & Turnpike Association (IBTTA), contributing to the interoperability and standards agenda that shaped national electronic tolling.

 

That breadth - agency-facing consulting, vendor leadership, startup execution, and standards development - is the foundation of IRPP's Body of Knowledge and the reason the credential spans technology, operations, and policy rather than any single silo.

 

Institute for Road Pricing Professionals (IRPP) is formed as an independent, non-profit 501(c)(6) organization dedicated to defining, standardizing, and elevating the road pricing profession. Established by a cohort of industry veterans, the IRPP provides the first-ever global standard for verifying professional expertise in tolling, road usage charging (RUC), and congestion pricing.

Why IRPP

After thirty years in the field, Tim observed a structural gap: road pricing has sophisticated projects and subject matter experts, but expertise was still validated informally, by firm affiliation, conference presence, and personal networks, rather than by any independent, verifiable standard. Talented practitioners had no portable way to prove what they knew. Employers had no objective benchmark for what they were hiring.

IRPP exists to close that gap. And because a credential is only as credible as its independence, Tim structured the Institute so that neutrality is not a policy but a legal fact: IRPP's articles of incorporation permanently prohibit it from earning consulting revenue, affiliating with projects, or participating in procurements. The Institute has one product 0 verified professional competency - and no ability to sell anything else.
