Governance
IRPP is governed by its Board of Directors. The Board carries legal and fiduciary responsibility for the organization, approves policy and budget, and appoints the officers and committees that carry out the work. Decisions about what the Road Pricing Professional™ credential requires, what appears on the examination, and who earns the credential rest with IRPP and are made under Board-approved policy. No sponsor, employer, or outside organization votes on those decisions.
The Board and staff receive technical advice from the Subject Matter Expert Technical Advisory Committee, or SMETAC. Its members are working practitioners from toll agencies, road usage charging programs, technology suppliers, consulting firms, and adjacent fields. They advise on the body of knowledge, on how the work is actually performed in the field, and on where practice is changing faster than the credential reflects. SMETAC does not set credential requirements, approve examination content, or decide individual credentialing outcomes. Some SMETAC seats are held by organizations that funded IRPP's formation. Those seats carry the same advisory role as every other seat and no additional authority.
IRPP's independence is written into its Articles of Incorporation. IRPP does not sell consulting services, does not participate in procurements, and is not affiliated with any program, project, or supplier. Board and SMETAC members disclose their interests and step aside from matters where they hold one. The credential program is being built to ISO/IEC 17024, the international requirement for organizations that certify individuals, which requires this separation and requires that the people who deliver training be kept apart from the people who develop examination content.

Professional Code
Technology, policy, and operational expertise are critical to successful road-pricing programs. Professional ethics are equally essential. Road-pricing professionals are entrusted with public funds, sensitive customer data, complex policy choices, and systems that affect everyday mobility. The IRPP Code of Professional Conduct therefore defines the ethical obligations that accompany professional competence and the trust placed in IRPP-credentialed practitioners. SMETAC Members as well as all IRPP credential holders pledge to uphold the following principles:
