The Institute for Road Pricing Professionals (IRPP) was founded by Tim McGuckin, a practitioner with three decades of experience building the institutions, technologies, and standards that helped advance surface transportation technology  fields. Over his career, Tim saw a persistent structural gap in the road pricing domain: while projects have become increasingly sophisticated, professional expertise was still validated largely through firm affiliation, conference presence and personal networks alone.  There was no independent, verifiable standard. Talented practitioners had no portable way to demonstrate their competency - what they knew - and employers had no objective benchmark for the expertise they needed.

IRPP was established to close that gap. The Institute is dedicated to defining, standardizing, and elevating the profession through knowledge capture, training and a credential program. Its model is grounded in a principle that has shaped Tim’s work throughout his career: certification and credentialing have value only when the certifying and/or credentialing body has no stake in the outcome. IRPP’s neutrality is therefore not just a policy: it is embedded in its structure. Its articles of incorporation prohibit the Institute from affiliating with projects or participating in procurements.

Tim is best known as the founder of the OmniAir Consortium, the independent certification body for transportation interoperability. OmniAir began as a proposal much like IRPP: an argument that transportation tech needed neutral, third-party validation where none existed. Today, OmniAir certification programs are an established part of the connected-vehicle and tolling communities. Tim has also served as CEO of GeoToll, a pioneer in smartphone-based tolling and RUC; as U.S. CEO of A-to-Be, helping to bring an international systems integrator into the American market; and in senior roles at Conduent and HNTB. He also spent nine years helping to build the technology-committee work of the International Bridge, Tunnel & Turnpike Association, contributing to the interoperability and standards agenda that shaped national electronic road pricing.

Guided by this experience and by industry veterans, IRPP is building an independent, portable framework for recognizing the knowledge, judgment, and professional competence required to design, deliver, and manage road-pricing programs.
