IRPP was founded by Tim McGuckin, a practitioner with three decades of experience building the institutions, technologies, and standards behind surface transportation technology.
Across that career he kept returning to the same observation. The road pricing field has grown more sophisticated and is full of outstanding practitioners delivering impressive projects. What it lacks is a way to recognize that competence independently - or hold onto it. The people present at the start of electronic toll collection are retiring, and there has never been a formal mechanism for capturing what they know. Expertise is signaled through firm affiliation and personal networks. Practitioners have no portable way to demonstrate what they know, employers have no objective benchmark for the expertise they are hiring, and early-career professionals have no visible path into road pricing.
What Tim envisioned was an organization capable of closing that gap and, not to mention, one that allows him the privilege to work alongside the people who define this field in practice, and the ones best positioned to define what a professional should know. IRPP is where that work happens, through knowledge capture, training, and a credential program.
Tim is the founder of the OmniAir Consortium, the independent certification body for transportation interoperability. OmniAir began the same way IRPP did - as an argument for neutral third-party validation where none existed. He has also served as CEO of GeoToll, as first U.S. CEO of A-to-Be, and in senior roles at Conduent and HNTB, along with nine years managing the Technology Committee of the International Bridge, Tunnel & Turnpike Association.
