


IRPP is convening a founding cohort to build the Road Pricing Professional credential program. The financial commitment runs three years, and then it ends.
What IRPP Is Asking For
This is not an ongoing membership. It is a bounded three-year build fund with a stated final invoice.
Founding Organizations fund the work that has to happen before a credential system can mature: the Body of Knowledge, the job task analysis that validates it, the examination blueprint, the item bank, and the psychometric work behind the passing score. That work has a beginning and an end.
RPP-Foundation begins generating credential revenue in 2027, but founding commitments continue through the stated three-year term while IRPP builds the Practitioner and Specialist credentials and grows exam and renewal revenue. At the final invoice, the financial commitment concludes and no further payment is contemplated.
Most organizations already carry association line items that are indefintie. This one ends.
The Three Year Founding Runway
The first credential will not wait until the end of the founding term. IRPP plans to offer the RPP–Foundation in Q1 2027 and to build the RPP–Practitioner and Specialist credentials during 2027. The three-year founding commitment is the runway between initial credential launch and a mature program sustained by examination, renewal, and related credential revenue.

Throughout the term, founding revenue supports the psychometric, examination, governance, technology, and operating infrastructure required to launch and expand the credential program while earned revenue grows. The Year 3 invoice is the final founding invoice; no fourth-year payment is contemplated. Founding recognition remains permanent. Qualified practitioners may continue serving through renewable advisory terms under IRPP’s expertise, participation, and committee-composition requirements.
Contribution, Participation & Authority
IRPP keeps three things separate. A financial contribution determines economic benefits. A qualified practitioner determines advisory participation. Neither determines the standard.

The value of a credential rests on its independence from the organizations that employ the people it certifies. Founding Organizations provide practical field knowledge through a structured process, while IRPP retains responsibility for the credential.
What Founding Organizations Enable
With those boundaries in place, IRPP founding organizations can do four things: 1) bring qualified practitioners into the road pricing workforce, 2) give expertise equal standing across sectors and organizations, 3) build the credential’s technical foundations, and 4) establish a clear, durable professional pathway.

Support Levels
Every Founding Organization contributes qualified practitioner expertise. Private-sector Founding Organizations also make a financial commitment at one of the support levels below. Public agencies may participate without a required financial commitment, recognizing that public budgets, procurement requirements, and approval cycles can make new expenditures difficult. Agencies able and authorized to contribute financially are encouraged to do so, because building a credible professional credential is a shared industry responsibility. Whether an agency contributes financially does not affect the standing of its practitioners or the value given to their expertise.

Charter designation is limited to the first four organizations that make a three-year commitment at $15,000 per year. After those four Charter positions are filled, additional organizations committing at $15,000 per year will participate as Cornerstone Founding Organizations. Cornerstone participation is not numerically capped, but it remains available only during the founding enrollment period. Charter status carries one additional advisory seat, eight additional annual examination vouchers, four additional named renewal benefits, and first position in the founding registry compared with the Cornerstone class at the same annual commitment.
Exam vouchers cover the examination fee. They do not establish eligibility and have no effect on scoring or exam outcomes. Named renewal benefits give designated practitioners the annual credential-maintenance fee at half the published rate for the life of the credential. Once designated, the benefit belongs to the practitioner and follows that individual to a new employer.
What an Advisory Seat Involves

Each seat is held by a named practitioner whose relevant expertise is reviewed by IRPP.

Representatives contribute to one or more BoK domains with an expected of ~3 hours per month.

Work may include scheduled panel sessions or independent reviews of draft materials.

More seats create greater capacity to contribute but they do not create greater weight in any decision.

The SMETAC advises on all program materials; IRPP retains decision authority.
IRPP is structuring the credential program around ISO/IEC 17024, the international standard for bodies that certify persons.
After Three Years
The financial commitment ends after the third year. Founding recognition remains permanent. Founding Organizations may retain advisory participation through renewable terms for as long as their practitioners continue to contribute. The SMETAC continues because the Body of Knowledge evolves with the industry; no additional founding payment is required.
