The Institute for Road Pricing Professionals (IRPP) is an independent, non-profit 501(c)(6) organization dedicated to defining, standardizing, and elevating the road pricing profession through the creation of a standard Body of Knowledge and associated credentialing program. Built by a cohort of industry veterans, the IRPP provides the first-ever global standard for verifying professional expertise in tolling, managed lanes, road usage charging (RUC), and congestion pricing.

Bridging the Expertise Gap

The Road Pricing Professional (RPP) credential was born from a fundamental industry need: the lack of a recognized professional standard of knowledge that validates the unique intersection of finance, policy, and technology this domain reflects. After 30 years of conceiving and operating the world’s most sophisticated systems, IRPP recognizes that while the industry’s complexity was accelerating, its workforce development was not. IRPP represents a decisive commitment to the industry’s future by securing the intellectual infrastructure of the road pricing sector through a standardized framework for professional growth.

The SMEAG & Areas of Impact

IRPP’s mission is assisted by the Subject Matter Expert Advisory Group (SMEAG), a body of senior practitioners responsible for curating the Body of Knowledge and exam content. The Four Areas of Impact the SMEAG include:

  1. Strengthen the Industry: Establishing a common language to reduce operational risk.

  2. Building Public Trust: Demonstrating that practitioners meet rigorous requirements.

  3. Attracting Talent: Creating clear career pathways for the next generation.

  4. Securing Future Policy: Preserving the specialized knowledge needed to execute complex pricing goals.

What IRPP Does Not Do

IRPP does not deliver training, and it never will. Training and credentialing are separate functions, and an organization that performs both for the same person can credibly perform neither. Employers, associations, universities, and commercial providers teach; IRPP defines what must be known and verifies, independently, that a candidate knows it.

The Body of Knowledge is the connective tissue. It is published openly, along with the exam content outline, so that any training provider can build toward it. A firm with an established internal program does not lose that investment when the RPP™ credential exists.  Rather, it gains a public benchmark to align the program against, and a claim its clients can verify. Internal certificates tell an employer something useful about its own staff. They cannot tell an agency what an independent credential tells it.

That separation is not a policy preference. It is the reason the credential is worth holding.
