Seven Domains of Competency
A BoK is not one monolithic corpus. It is a partition of a field into the discrete areas of competence that the practice actually requires or, what people need to know to do their jobs. The partition itself is a substantive claim about how road pricing work is organized. IRPP divides the field into seven domains, or subparts of the whole (more details in the pdf 'Building the Road Pricing Profession' above). Each is defined by what practitioners do within those parts, and each of the seven carries its own weight on the examination blueprint. The seven domains/parts of the complete RPP-BoK are:
The IRPP BoK is divided into seven specific areas that comprise the road pricing domain. Why seven? Why not 4 or 10? Because seven encompasses the number of knowledge subsets 1) large enough to warrant their own domain, and 2) distinct enough to properly evaluate by means of the exam. The BoK Content Outline is akin to a table of contents. It defines the core competencies, knowledge domains, and operational frameworks required for professionals in the road pricing industry. The IRPP-BoK Content Outline Version 1.0 is complete. For any profession, including Road Pricing, writing the full BoK requires a Job Task Analysis which informs the full Version 1.0 of the BoK.
Why Seven?

Who does this work? The people who own the profession: practitioners on the SMETAC. They contribute their knowledge as it applies across the seven domains of the BoK. The BoK is built in conjunction with training materials and the first IRPP credential, the RPP-Foundation (RPP-F) credential, which is available as soon as early 2027.
Timeless Principles vs. Evolving Technologies
To prevent the credential from becoming obsolete as road pricing technology and policy advances, the IRPP outline splits its competencies into two tracks:

Timeless Principles: Fundamental policy mechanics, microeconomic dynamic pricing models, financial stewardship, and structural equity frameworks that remain steady over long periods.

Evolving Technologies: Domain areas subject to continuous technical updates (curated annually by the SMETAC), covering breakthroughs in AI image recognition, ML/DA, satellite tracking precision, automated enforcement, C2X integration, etc.
