This structure ensures that the Institute is a mission-driven organization dedicated to the public good and the advancement of the domain, and remains an agile entity capable of rapid innovation. IRPP is guided by a core team, the SMEAG, who inform the BoK, provide strategic direction and help develop IRPP intellectual property.

In an industry defined by multi-billion dollar infrastructure and complex public policy, "on-the-job" experience is no longer a sufficient benchmark for success. As the domain continues to be a critical component of mobility, the need for a verified, peer-reviewed standard of excellence has become an institutional imperative. The Road Pricing Professional (RPP) Credential is the mechanism for validating this expertise. It is not merely a credential; it is the industry’s primary tool for risk mitigation, succession planning, and professional elevation. By codifying the multidisciplinary intersection of policy, finance, and technology, IRPP ensures that practitioners possess the "trench-tested" judgment required to protect the public trust and manage the complex systems of tomorrow.
Credential Tiers: Steps in Your Career Growth
As shown above and illustrated in more detail below, the IRPP Credential program has several distinct tiers. This structure provides a standardized trajectory for professional development, starting with entry-level talent and new entrants to the domain, to specialists and executive leadership.
Tier 1: RPP-Foundation (RPP-F)
Target: Emerging professionals (0-3 years), university graduates, professionals from another industry.
Objective: To verify a comprehensive baseline of competency. The RPP-F ensures that new entrants speak the common language of the industry and understand the fundamental mechanics of it.
Tier 2: RPP-Practitioner (RPP-P)
Target: Mid-career professionals, 3+ years of domain experience. Demonstrate to stakeholders that the people managing critical systems meet rigorous requirements.
Objective: The core institutional standard, this credential validates cross-functional mastery, proving the practitioner can navigate between technical and policy aspects. The RPP-P is a mandatory prerequisite for all specializations.
Tier 3: RPP Specialist (RPP-S/RD, BOS, Finance, etc.)
Target: Technical leads, policy experts and domain architects who wish to advance in their career.
Objective: Deep-dive validation of select critical specialized 'mastery' tracks in Roadside Solutions, Back-Office Solutions, Finance & Pricing, Contracts and Procurement (to be determined by the SMEAG).
Tier 4: RPP Fellow
Target: Industry leaders and legends (30+ years experience).
Objective: An honorary designation awarded by the SMEAG to those with long-term contributions to the domain.
The 5-Step Credentialing Path: A Worthy Journey
Step 1: Professional Assessment
Candidates begin with a self-assessment against the IRPP Eligibility Matrix to ensure applicants possess the requisite combination of education and hands-on experience before entering the testing phase:
Step 2: Structured Preparation
Preparation is centered on the RPP-BoK (Body of Knowledge), with recommended study times ranging from 40 hours for Foundation to 120+ hours for Specialty credentials. IRPP publishes the Body of Knowledge and the exam content outline so that any provider can build instruction toward them. Instruction itself is delivered by employers, industry associations, universities, and commercial training providers. IRPP does not deliver training and does not sell preparation courses. To help candidates find their way, IRPP maintains a directory of preparation resources and aligned programs. This separation between teaching and verifying is deliberate: a credential issued by the organization that sold the course cannot serve as an independent benchmark.
Step 3: The Formal Examination
Exams are psychometrically validated and proctored via authorized testing centers or secure remote systems.

Step 4: Credential Issuance & Registry

Step 5: Maintenance & the Living Standard
To ensure the credential remains a "Living Standard," IRPP credential holders must earn 40 Continuing Education (CE) credits every two years and remit their IRPP member/renewal fee. This ensures that credentialed professionals stay current with breakthroughs in technology and legislative shifts, and that IRPP has the resources to support the evolution of the exam portfolio.
